SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Data Transfer Unit NSN 7025-01-658-0455GC, Part Number 30192-0501.

ITEM DESCRIPTION: The Data Transfer Unit is part of the IVHMS applicable to the HH-60G helicopter. It is installed on 100% of the fleet, which as of this market research includes about 60 aircraft. It will not be used on the new HH-60W helicopter that is replacing the HH-60G.

Retirements began in FY22 and have been on schedule thus far, with total HH-60G retirement expected to be completed by the end of FY 2026. Impediment to Competition: NSN 7025-01-658-0455GC is a newer configuration of obsolete NSN 7025-01-481-7741GC.

The new configuration was meant to replace the old configuration through attrition by converting the old configuration to the new configuration on an input/output CLIN on repair contract FA8524-19-D-0019, which was awarded to L-3 Aviation Products Inc. However, the contract was transferred to another company in 2022, and the current contractor, Symetrics Industries LLC, informed us in September of 2023 that they do not have input/output capability for these items.

INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Symetrics Industries LLC. The contractor confirmed as recently as 12 February 2024 that there are parts on the shelf for purchase and that they also have manufacturing capability for Data Transfer Unit. Other interested parties may identify their interest and capability to respond to the requirement no later than 3 June 2024 by emailing Terrence Wideman at terrence.wideman.2@us.af.mil.

The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
