THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. This is for planning purposes only. Any information submitted by respondents to this Source Sought Notice is voluntary.

The United States Air Force (USAF) does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose and should refrain from providing proprietary information in the response.

1. INTRODUCTION: This is the initial step in the planning process for a Design-Build effort for construction services at Kirtland Air Force Base. The overall scope of the effort involves the replacement of existing 1600A switchboard breakers with new, like-for-like “draw-out” style breakers and replacing associated equipment and wires as necessary to reconnect to and from the existing equipment.

The 377 MSG/PKC at Kirtland Air Force Base seeks sources that have licensed design professionals to provide necessary design and construction services. Interested parties must demonstrate their ability to provide the skilled staff, conduct field verifications, and supply all labor, tools, equipment, permits, and licenses required to complete the project in accordance with the Statement of Work. The effort is expected to result in a Firm-Fixed-Price contract. The NAICS code will be 238210 - Electrical Contractors and Other Wiring Installation Contractors. The anticipated magnitude is between $500,000 ? $1,000,000.

2. INSTRUCTIONS: All Firm’s response to this Sources Sought shall be limited to 5 pages and shall include the following information:

1. Contractor’s name, address, point of contact, phone number, e-mail address, CAGE, UEI, applicable NAICS codes, and website (if applicable).

2. Contractor’s small business status (small business, small-disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, HUBZone, or 8(a)). The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision.

3. Provide a list of at least two examples of work performed by your firm in the past 5 years of same or similar size, scope, magnitude, and complexity as the Repair Electrical B27496 requirement.

Specifically, interested parties should submit examples of projects that involved: Removal and replacement of high-capacity switchboard breakers Work involving draw-out style circuit breakers Reconnection of associated wiring and integration into existing electrical systems Responses demonstrating any one or more of the above are acceptable.
