Notice Type: Synopsis of Contract Action – ComEth4591a-NOFF – Sole Source Award to Elma Electronics Incorporated Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) – Soliciting Competition; (b)Soliciting from a single source. (2) For purchases exceeding the simplified acquisition threshold. The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5.

TBD Synopsis: This is a Sole Source synopsis published for informational purposes only. The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Elma Electronic Incorporated located at 44350 S Grimmer BLVD, Fremont CA 94538-6385 to supply VPX switches at Edwards AFB, CA. The contract will be executed by means of other than full and open competition, due to Curtiss – Elma Electronics being the only capable vendor to execute requirement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:
The ComEth4591a is a sole-source item manufactured by E Interface Concept and Elma Electronic Inc is the North America authorized Distributor. It is the only currently available VPX switch that meets the FOX BOX chassis design specification, SOSA 1.0 compliance, and conduction-cooled ruggedization requirements. Market research conducted on 22 Sep 2025 identified five potential vendors (DAP, New Wave DV, Elma, Pixus, Curtiss-Wright).
While multiple suppliers could provide other FOX BOX components, only Elma responded with a feasible VPX switch solution, and AATC has already funded NRE to adapt their design. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
