Combined Synopsis/Solicitation: FA9301-25-Q-0014 - Amended 2 September 2025 to incorporate additional clarifications which provide critical guidance to ensure proper contractor responses are received, see Questions and Answers doucment and updated Model Contract.

Notice to Vendor(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this Request for Quote (RFQ) until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Commercial Items (FAR 12) and Simplified Acquisition Procedures (FAR 13) will be used for requirement. Hereafter, this notice shall be titled "Solicitation." (ii)

Solicitation Number: FA930125Q0014. This solicitation is issued as a Request for Quote (RFQ) to offerors. Please review all solicitation documentation for complete instructions and requirement information. (iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2025-07, effective 07 Aug 2025; and DPN 20250718. (iv) This is a Total Small Business Set aside. The North American Industry Classification System (NAICS) code for this project is 562991 with a size standard of $9,000,000.00. (v) Contract Line Item Number (CLIN)

Contract Type: The anticipated contract type is Firm Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ). It is anticipated that one award will be issued. (vii) Description of items to be acquired: IDIQ for the acquisition of Chemical Toilet and Septic Tank Services at Edwards AFB (EAFB) and Air Force Research Laboratory (AFRL) and Air Force Plant 42(AFP42).

The Contractor shall provide all labor, transportation, equipment, materials, tools, supplies, and supervision necessary to perform all operations required to furnish and service chemical toilets and clean/pump septic tanks as defined in this Performance-based Work Statement (PWS) at Edwards Air Force Base (EAFB) Main Base and Air Force Research Laboratory (AFRL) and Air Force Plant 42 (AFP42) in Palmdale, California.

Period of Performance: 5 years (x) The provision at 52.212-1 "Instructions to Offerors -- Commercial" applies to this acquisition. Please review the FAR 52.212-1 Addendum document attached to this solicitation as Attachment 5. (xi) The provision at FAR 52.212-2 "Evaluation -- Commercial Items" applies to this acquisition.

Please review the FAR 52.212-2 Addendum document attached to this solicitation as Attachment 5 in its entirety to ensure all submissions address the evaluation criteria as described. (xii) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer, or have a completed copy with their SAM.gov registration. If completed via SAM.gov, please state so within the proposal/quote.

Offerors shall include a completed copy of the provision at FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, with its offer. FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, and FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and any addenda to the clause.
