Notice of Contract Award

Description of Supplies or Services: This is a Firm-Fixed-Price (FFP) contract for comprehensive specialized Hantavirus remediation and facility re-occupancy services for all six affected facilities within the Area 1-32 Solid Rocket Motor Test Complex at Edwards Air Force Base, CA. The services include cleaning, decontamination, sanitization, and rodent intrusion mitigation to render facilities safe for personnel re-entry and to ensure the continuity of critical test operations. The facilities include Buildings 8910, 8911, 8370, 8354, 9100, and 9428. Remediation of Buildings 8910 and 8911 will be prioritized due to their immediate mission criticality.

Authority for Other Than Full and Open Competition: This contract was awarded under the authority of Federal Acquisition Regulation (FAR) 6.302-2, "Unusual and Compelling Urgency." Reason for Other Than Full and Open Competition: A confirmed Hantavirus outbreak across multiple facilities at the Area 1-32 Solid Rocket Motor Test Complex poses a severe and immediate health risk to Government personnel and has directly led to the cessation of critical solid rocket motor test operations.

Delaying this comprehensive acquisition to solicit full and open competition would result in unacceptable disruption to critical DoD test programs, significant financial loss due to idle assets and personnel, and continued unacceptable risk to personnel health. The extreme urgency necessitates immediate remediation to prevent further degradation of nationally important test schedules and to protect Government personnel.

Patriot Environmental Services, Inc. was identified as the only known vendor capable of rapidly mobilizing and providing the specialized Hantavirus remediation services for the entire affected complex within the necessary timeframe to mitigate the public health emergency and minimize mission impact. Comprehensive solicitation of multiple sources was not feasible under these urgent conditions as it would have directly resulted in severe injury to the Government.

There is no prior procurement history for this specific comprehensive specialized Hantavirus remediation service at the Area 1-32 Solid Rocket Motor Test Complex. Justification and Approval (J&A)

Posting: The Justification for this acquisition will be made publicly available on SAM.gov within 14 days of this contract award in accordance with FAR 6.302-2(d)(2) and DFARS 206.302-2(d).
