Replacement of the Control Room Box for its Field Measurements Truck

AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with a single source, Craftsmen Industries, Inc. (CAGE code 1MT59), small business vendor under NAICS code 336211, to award a new, firm-fixed priced purchase order to meet the Government's requirement for the Replacement of the Control Room Box for its Field Measurements Truck. See Attachment 1 – Specifications for additional details.

The statutory authority 10 U.S.C 3204(a)(1) permitting other than full and open competition is being applied to meet the subject requirement, as use of Simplified Acquisition Procedures, 41 U.S.C 1901, is being employed. During calendar year 1999, the Government's requirement for a Mobile Control Room came to fruition, as it was determined that a mobile control area was needed during testing at remote missile test ranges.

To adequately meet the need, the Government developed unique specifications for the design/fabrication of the Mobile Control Room and competed the requirement amongst interested/capable vendors. As a result, a contract was competitively awarded to Craftsmen Industries, Inc., who is the Original Equipment Manufacturer (OEM) for the Government's current Mobile Control Room.

As discussed above, the subject requirement is for the replacement of the Government's current Mobile Control Room, as it has reached its end-of-life; however, the original design remains optimal and therefore the Government does not require a re-design. Since the design of the Mobile Control Room is proprietary to Craftsmen Industries, Inc., the vendor has unique qualifications to meet this need.

Therefore, the property needed by the agency is available from only one responsible source and no other type of property will satisfy the needs of the agency. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 1:00 PM CDT on 27 September 2024. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government.

The information received may only be considered to determine whether to conduct a competitive procurement.
