KC-46 Commodities Depot Activation Stand-up

This announcement constitutes the Request for Proposal (RFP) for the KC-46 Commodities Depot Activation Standup (CDAS) Multiple-Award Indefinite Delivery Indefinite Quantity (ID/IQ) Contract ("CDAS"). The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), KC-46 Division (WLC), is soliciting proposals for the CDAS ID/IQ Contract.

In accordance with the attached Section L, Instructions, Conditions and Notices to Offerors, Paragraph 2.7.9, dated 18 January 2023, proposals in response to this RFP are due no later than 5:00pm EST on 16 February 2023. Proposals received in response to this RFP will be evaluated in accordance with the attached Section M, Evaluation Factors for Award, dated 4 May 2022. The Government will accept questions regarding this RFP.

Please submit questions using the attached Comment Resolution Matrix to the below-listed POCs by 5:00pm EST on 06 February 2023. The answers will be posted to SAM.gov under this announcement.

NOTE: If you intend on providing a proposal in response to this solicitation, please do not send it via email. Per Section L, paragraph 2.7.8, “All volumes must be received via DoD SAFE. In order to submit via DoD SAFE, a drop-off request is required. In order to receive a DoD SAFE drop-off, email the Contracting Officer and Contracting Specialists listed in paragraph 2.1 above no more than 14 calendar days and no less than three (3) calendar days prior to proposal submittal date”. Based on this information, all Offerors must request a DoD Safe Drop-off Code no later than 3:00pm (EST) on 13 February 2023. The DoD Safe Drop-off code will be valid for 14 calendar days after you receive them.

UPDATE 8 SEP 2022: The Solicitation Attachment, Attachment 1, Attachment 4, and Attachment 5 have been updated with minor administrative changes.

UPDATE 31 OCT 2022: Added Interested Parties Q&A Document #1 UPDATE 16 NOV 2022: The Solicitation, Solicitation Attachment, and Attachment 4 have been updated to reflect an extended response date of 15 December 2022. Attachment 4 also adds an additional Contract Specialist POC.

UPDATE 12 DEC 2022: The Solicitation, Solicitation Attachment, and Attachment 4 have been updated to reflect an extended response date of 20 January 2023. UPDATE 18 JAN 2023 :The Solicitation, Solicitation Attachment, and Attachment 4 have been updated to reflect an extended response date of 16 February 2023. UPDATE 29 June 2023: The sole purpose of this amendment is to add the clause at FAR 52.204-27 to the solicitation. There is currently an error in our system that is causing the dates to change on clauses at FAR 52.203-6, FAR 52.211-8, FAR 52.215-14, FAR 52.215-23, FAR 52.232-16, DFARS 252.232-7004, and DFARS 252.204-7007. Please disregard these date changes.

UPDATE 11 January 2024: Providing solicitation amendment 6. The purpose of this amendment is to re-retrieve the clauses from clause logic service to correct an error in amendment 5 that removed the dates from clauses. The clause at FAR 52.232-16 Deviation 2020-O0010 - Progress Payments (DEVIATION 2020-O0010)(Revision 1) is removed from the solicitation. The clause at DFARS 252.204-7007 Alternate A - Alternate A, Annual Representations and Certifications, has been updated from Apr 2021 to Oct 2023.
