The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to:
DC SCIENTIFIC, INC. 6750 MCLEAN WAY STE D GLEN BURNIE, MD 21060 6409 CLIN Item Quantity Option CLIN 0001 Two (2) Jet Fuel Thermal Oxidation (JFTO) Test Rigs 1 Each No CLIN 1001 One (1) Jet Fuel Thermal Oxidation (JFTO) Test Rig 1 Each Yes CLIN 2001 One (1) Jet Fuel Thermal Oxidation (JFTO) Test Rig 1 Each Yes The proposed vendor, DC Scientific, Inc, is the only known source capable of meeting the Government’s requirements, as specified in the Statement of Work dated 16 July 2025 (see Attachment 1), for these Jet Fuel Thermal Oxidation Testing Rigs.
Please see Attachment 2, Sole Source Justification, for further specification. The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification (See Attachment 2).
The applicable NAICS code is 334516 – Analytical Laboratory Instrument Manufacturing. This NAICS code has a small business size standard of 1,000 employees.
The Aerospace Fuels Laboratory (AFPET) has a requirement for the procurement of up to four (4) Thermal Oxidation Testing rigs with two (2) Thermal Oxidation testing rigs for AFPET/PTPLA (WPAFB Location), and options for one (1) Thermal Oxidation testing rig for AFPET/PTPLE (Vandenberg SFB) and one (1) Thermal Oxidation testing rig for AFPET/PTPLH (Cape Canaveral SFS) to run testing per ASTM D3241 to determine Thermal Oxidation stability testing in aviation turbine fuels in accordance with the Statement of Work dated 16 July 2025 (See Attachment 1).
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether conducting competitive procurement is in the best interest of the Government. Any response to this notice will be emailed directly to Kathryn Cruz at kathryn.cruz.1@us.af.mil and Amanda Hoyng at amanda.hoyng@us.af.mil no later than 11:30 AM EDT, Thursday 11 September 2025. Only inquiries/information received through email by this date will be considered.
Be advised all correspondence sent via email shall contain a subject line that reads “Jet Fuel Thermal Oxidation Testing Rigs – Intent to Sole Source Response”. Note that email filters at Wright-Patterson AFB are designed to filter emails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters.
