Ground Penetrating Radar and Mapping System/Software

INTENT TO SOLE SOURCE **This is not a solicitation** The United States Air Force, ALFCMC/PZICC, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. The Air Force 88th Civil Engineering Office CEG/CENME located on Wright-Patterson Air Force Base has a requirement for acquiring and deploying a Ground-Penetrating Radar (GPR) system to replace an older unit that has reached the end of usable life.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.1036-1(b)(1), resulting in a Firm-Fixed-Price contract. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334519 – Other Measuring and Controlling Device Manufacturing, (PSC) 6675 – Drafting, Surveying, and Mapping Instruments. Business size standard: 600 Employees.

The proposed source is Hexagon US Federal located at 301 Cochran Road, Huntsville, Alabama 35824, Cage/DUNS Code 63CL1. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. This notice of intent is NOT a request for competitive quotations.

However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To comply with FAR 5.207(c)(15), the reason for the lack of competition is as follows:

Market research was conducted, and it has been determined that Hexagon US Federal is the only known vendor capable of meeting the standards of the requirement and supply of the product. Therefore, it is in the best interest of the Government to award to Hexagon US Federal. Please see Attachment 2, Sole Source Justification, for complete details.

Important Notice to Contractors: All prospective awardees is required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov.
