Notice of Intent to Sole Source – Site Security Manager Training Course

INTENT TO SOLE SOURCE United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433- 5344 This is a combined Sole Source Synopsis/Solicitation published for informational purposes only. This proposed action is for the acquisition of one (1) Site Security Manager (SSM) training courses for HQ AFMC A5/8Z at Wright-Patterson Air Force Base. It was determined that Singularity Security Group is capable of meeting the Government’s specifications in the attached Performance Work Statement (PWS).

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), resulting in a Firm-Fixed-Price contract. The proposed procurement will be a Sole Source under North American Industry Classification Systems (NAICS) Code 611430-Professional and Management Development Training.

The proposed source, Singularity Security Group, 1218 Discher Drive Frankfort, KY 40601 is the only vendor capable of fulfilling the requirements outlined in the PWS, including supplying student equipment for hands-on computer exercises/labs, for providing SAP specific SSM training. This notice of intent is not a request for competitive quotations.

However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) business days of this notice. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

Singularity Security Group. Is the only vendor capable of fulfilling the requirements outlined in the PWS for SSM training. Therefore, it is in the best interest of the Government to award to Singularity Security. Please see Attachment 2, Sole Source Justification, for more complete details. Other vendors were researched between 20 November 2023 and 14 February 2024, including Palmers Contracting Group. A Sources Sought was posted on SAM.gov on 5 April 2024 for ten days.

Five (5) vendors replied, Aleut, Helios Defense Solutions, OREADY LLC, Secure360, and Symbiont. None indicated the required executable curriculum outlined in the Performance Work Statement. Aside from Singularity Security Group, none of the researched vendors currently provide the SSM training covering specific roles, responsibilities, and duties, required by HQ AFMC/A5/8Z.

The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above.

Identification of any other socioeconomic status including Women- Owned Small Business, Economically Disadvantaged Small Business, 8(a), Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone. Company CAGE Code or Unique Entity ID (UEI). 2. If this posting specifically references brand name products, offerors are encouraged to suggest products other than those specifically referenced. Responses must address how the alternate product meets the product characteristics specified above.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Site Security Manager Training.” Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters.

Also, be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright- Patterson AFB. If sending attachments with e-mail ensure only, PDF, .doc, or .xls documents are sent. The e-mail filter may delete any other form of attachments.
