Special Notice Synopsis: The Aerospace Fuels Laboratory (AFPET/PTPLA) has a requirement for the calibration and Preventative Maintenance (PM) service of one (1) MiniLab Series 153 (SN: ML153-345) and one (1) Spectroil M Series;

(S/N: 6405 case 50646). The MiniLab 153 comes with five components: one MiniVisc 3050 Series (S/N: 2028104), one FluidScan Q1100 (S/N: HH2295), one Spectroil Q100 (S/N: 20035), one Lasernet Fines Elemental Analyzer Q230 (S/N: 2405), and one Fuel Dilution Meter (S/N: 260010000062) with service to be performed at Wright-Patterson AFB, OH. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i).

This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516 (Analytical Laboratory Instrument Manufacturing) Business size standard: 1,000 employees. The proposed source is AMETEK SPECTRO SCIENTIFIC. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations.

However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 12:00 (Noon) EST on Monday, 15 April 2024. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

The Government previously purchased this equipment through full and open competition. Ametek Spectro Scientific is the original equipment manufacturer of both instruments, and this manufacturer is the only service provider known to be available. This vendor's equipment is proprietary and the vendor does not sell any parts to third parties. Calibration of equipment done by laboratory personnel and/or third parties will void equipment warranty.

Equipment is critical to the mission of this laboratory and must be maintained in accordance with the manufacturer specifications. The Air Force cannot tolerate additional downtime that would occur should a contractor not have access to critical drawings, diagrams and other proprietary information that may be necessary to perform this service.
