Notice of Intent to Sole Source - High Power Flash and Optical Trigger System

INTENT TO SOLE SOURCE United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433 This is a combined Sole Source Synopsis/Solicitation published for informational purposes only. This proposed action is for the purchase of a SI-AD500-SYS, AD-500 High Power Flash & SI-OT4-SYS-150, Optical Trigger Systems for the Air Force Institute of Technology. It was determined that Specialised Imagining Incorporated is capable of meeting the Government’s specifications in the attached Statement of Work (SOW).

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), resulting in a Firm-Fixed-Price contract. This proposed procurement will be Sole Source under North American Industry Classification Code (NAICS) 334516, Analytical Laboratory Instrument Manufacturing. Business size standard for NAICS 334516 is 1,000 employees.

The proposed source, Specialised Imaging Incorporated,40935 County Center Drive, Suite D, Temecula, California 92591, is a company that designs and manufactures high-speed imaging camera for industrial, scientific, and defense research applications. This notice of intent is not a request for competitive quotations.

However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received prior to 26 January 2024 at 3:00 PM EST. . Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

Specialised Imaging Incorporated is the only known business capable of meeting the Government’s requirements. Therefore, it is in the best interest of the Government to award to Specialised Imagining Incorporated. Please see Attachment 2 – Sole Source Justification for complete details.

Important Notice to Contractors: All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract.
