This solicitation is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to negotiate on a sole source basis for services to perform repairs of the KC-46 GPS ADAP weapon system.

The Pre-solicitation/Synopsis was issued on 29 January 2025, and responses were due on 10 February 2025. The issuance date for the Official Request for Quote (RFQ), FA8539-25-Q-0003, will be 12 February 2025, and will contain the following National Stock Numbers (NSN) and Part Numbers (P/N): National Stock Number (NSN) Part Number (P/N) 5985999580805NS 809632/000 The issuing Contracting Office's DODAAC is FA8539; Address, AFSC/PZABA.

This action will result in the award of a one (1) year, Firm Fixed Price (FFP) contract. The Government intends to solicit directly to Raytheon Systems Limited (CAGE: K0268) for the services described herein. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1). However, an Interested Party may identify their interest and capability to respond to the requirement or submit a proposal(s).

OMBUDSMAN: All potential offeror(s) should contact the assigned Contracting Officer for additional information and/or to communicate concerns, if any, concerning this acquisition. If the Contracting Officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels.

The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.

AMENDMENT The purpose of amendment P00001 is to enforce Class Deviation 2025-O0003 -Restoring Merit-Based Opportunity in Federal Contracts and Class Deviation 2025-O0004 - Revocation of Executive Order on Sustainable Procurement implemented in March 2025 and we are extending the proposal due date.
