The Support Equipment and Vehicles Division at Robins AFB, GA (AFLCMC/WNZ) has a requirement for a 5-year, Fixed Price Incentive Firm Target (FPIF)/Firm Fixed Price (FFP)/Indefinite Delivery Requirements-type contract for support of the 25K Halvorsen Aircraft Cargo Loader. The Halvorsen is a self-propelled 25,000-pound capacity aircraft cargo transporter loader. The Halvorsen weighs 32,000 pounds; is approximately 14’ wide by 30’ long; and is approximately 22' tall when fully extended.

It transfers loads to and from warehouses, and to and from cargo aircraft on the flight line. The Halvorsen interfaces with docks in warehouses and all Air Force cargo aircraft, including many commercial Civil Reserve Air Fleet (CRAF) aircraft. The Halvorsen's powered conveyor system moves loads on ULDs: pallets, platforms, and containers. The roller system on the deck converts to a flat deck for rolling stock loads. The deck rolls, side-shifts, and pitches.

The Halvorsen is air transportable on the C-130, C-5, and C-17 aircraft. The chassis consists of high strength steel. The cab structure is of 5052 aluminum construction. The deck is an aircraft grade aluminum structure. The scissors lift link structure is a combination high strength steel weldment and steel casting. The Halvorsen has a 6-cylinder Detroit Diesel engine, an Allison 4 speed automatic transmission, and front wheel drive. The Halvorsen has a maximum speed of 17 mph and a turning radius of 25 ft.

The government intends to award a sole source bridge contract in accordance with FAR 6.302-1 to Leonardo DRS. The anticipated contact will have a one-year basic period of performance with four (4) one-year options and will include the following:

Overhaul and Unscheduled Depot Level Maintenance of the Halvorsen Aircraft Cargo Loader. IAW DAFFARS 5305.204 and AFI 16-201, potential contractors are advised that foreign participation is not permitted. The formal solicitation will be made available through the Government Point of Entry and is anticipated on or around 16 August 2024.
