This requirement is for sustainment and logistical support necessary for the C-17 fleet in order to continually provide both strategic and tactical airlift capability to the United States Air Force (USAF), Air National Guard, Air Force Reserve Command, and Foreign Military Sales (FMS) partner nations.

Theamount of foreign participation in this requirement includes Australia, United Kingdom (UK), Canada, Kuwait, Qatar, India, United Arab Emirates (UAE), andNATO Airlift Management Program (NAMP), which is comprised of 12 NATO member-nations and peace nations. The contract number associated with this eff ort is FA8526-21-D-0001.

An Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a ceiling value ofapproximately $23.7B was awarded for the aforementioned on or about 28 September 2021. The duration of the contract was stated as 9 years and 8months, and it includes Fixed-Price-Incentive (Firm Target) (FPIF), Firm-Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Incentive-Fee (CPIF), andTime and Material (T&M) line items.

The contract was awarded with three phases of ordering periods: (1) “Phase I” (Basic Ordering Period 1, Ordering Period 2, and Ordering Period 3), (2)“Option - Phase II”, and (3) “Option - Phase III”. Phase I was included in the initial award. Option Phase II and Option Phase III have not yet been exercised.

The Option – Phase III will awarded with an order start date of 01 Nov 2027 and an order end date of 31 Oct 2030. As provided in the redacted synopsized Justification and Approval (J&A) on or about Oct 13, 2021 on SAM.gov, this contract was awarded using Other ThanFull and Open Competition prescribed by FAR 6.302-1 to The Boeing Company.

This SSS seeks to identify sources that can provide the expertise, capabilities, and experience to meet the requirements for worldwide sustainment supportto the USAF C-17 Globemaster III weapon system. The responses received will be used for Market Research that will primarily be used to support additionalanalysis for the current and/or future acquisition strategy or strategies, particularly before exercise, if any, of Option Phase II and/or Option Phase III.

Theresponses received will be reviewed and analyzed to assist with determining if other contractors/off erors/vendors can meet the requirements for worldwidesustainment support of the C-17, in whole or in part, namely to assist with overcoming any barriers to competition of the previously identified contract.
