This requirement is for the repair services of three (3) Line Replaceable Units (LRUs) supporting the Lightweight Airborne Recovery System (LARS) utilized on A-10, HC-130J, HH-60G, and HC-130P/N aircraft: LARS R/T (P/N 282650-1, NSN 5820-01-561-9642) [HC-130(H)N and A-10] LARS R/T (P/N 282650-2, NSN 5820-01-662-1038SO) [HH-60G] LARS R/T (P/N 282650-3, NSN 5821-01-661-5866SO) [HC-130J] The LARS R/T is a critical search and rescue component containing a fully synthesized UHF receiver/transmitter that provides voice communication, range, and direction measurements to interrogate survival radios of downed airmen.

The period of performance for the contract/order will be one base year with (4) One year ordering periods and extend one year beyond the date of the final order or will end on the last day of the contract. Cubic Secure Communications, LLC. is the Original Equipment Manufacturer (OEM) of these Antennas.They own the technical data package, all the data rights, and performance specifications that cannot be acquired in the commercial market sector. A complete technical data package is required to repair the LARS.

The Government lacks repair data and does not possess any commercial product sheets, test data, qualification data, support manuals or related data that defines the performance and manufacturing characteristics of the LARS, precluding organic and competitive repair. The repair requirement is military unique as these components are only used on military platforms.

Cubic Secure Communications, LLC. is the only known source that has the facility, expertise, tooling and parts to repair these components in a timely manner. Cubic responded in an email on 30 September 2025 that they are not interested in selling data to the Government. Cubic is the only qualified source capable of repairing the LARS due to their proprietary rights. The type of contract anticipated is a Firm Fixed Price / Indefinite Delivery Requirements Contract in accordance with RFO 16.202 and 16.503.

This repair contract meets the definition of a service contract in accordance with RFO 37.001 therefore a performance based work statement (PWS) will be utilized to the maximum extent possible along with a Quality Assessment Surveillance Plan (QASP) in which a Contracting Officer Representative (COR) will be assigned. There will be no paper copies of this requirement mailed. No telephone or fax requests will be honored. The approximate response date is 1 October 2026. Late responses will not be accepted.

The anticipated award date is 10 December 2026.
