458210 Shoe Retailing Subject: Sources Sought – Safety Shoes for Hill AFB eligible personnel GENERAL INFORMATION Description: This Sources Sought is issued by PZIMA at Hill AFB, Utah to gain knowledge of LOCAL potential business Sources companies/entities capable of providing Safety Shoes for eligible personnel at Hill Air Force Base, Utah. THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE OF MARKET ANALYSIS ONLY.

This notice is being published in accordance with Federal Acquisition Regulations (FAR) Part 5.101 requiring dissemination of information for proposed contract actions and FAR 10.001(a)(2)(ii) which requires conducting market research before soliciting offers for acquisitions with an estimated value in excess of the simplified acquisition threshold. The Government is seeking industry’s input to determine the availability of qualified sources with the technical capability to fulfill the requirement.

No contract awards will be made from this notice and no solicitation is available on SAM.gov or any other bulletin board, posting room, or clearinghouse at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary. All costs associated with responding to this Sources Sought will be solely at the interested party’s expense.

The Government will not reimburse costs and will not be liable for any costs associated with responses to this Sources Sought. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Respondents will not be notified of the results of the evaluation.

Potential offerors are not required to respond to this sources sought but are highly encouraged as again this information will help assist the Government in meeting our requirements in an efficient and effective manner.

Background: The purpose of this notice is to conduct market research and obtain information from qualified businesses. This Request For Information (RFI) is being sent out to identify potential sources to meet the requirements for the acquisition to supply Safety Shoes for all eligible personnel at Hill AFB, Utah. Safety Shoes shall be tagged by the manufacturer with ASTM F2413-05 standards. The government anticipated a multiple award Blanket Purchase Agreement with a five (5) year ordering period.

General Description: Safety Shoes provided must meet OSHA compliance standards for workplace safety as well as any applicable federal, state or local guidelines. All shoes must feature steel toe or composite toe protection to ensure maximum safety in hazardous work environments.

Vendors are expected to supply a variety of safety shoes ensuring best-fitting and most suitable safety shoes for specific work conditions.Vendors must provide documentation verifying that their products meet these standards, including certifications for steel toe protection, slip resistance, electrical hazard protection, and other safety features. The contractor shall perform to the standards in the Blanket Purchase Agreement and the PWS.

Rsponse Guidelines: All responses to this Sources Sought must be provided as an attachment in an e-mail message addressed to the Points of Contact (POCs), below with the subject line “Response to Sources Sought” no later than 29 Dec, 2025. Only electronic responses will be accepted. Responses submitted by any other means will not be considered.

Requested Information: The following is requested from interested companies; Please indicate if your company is willing/able to Safety Shoes for eligible personnel from HAFB or if there are any reasons that prevent your company from providing a quote/proposal should a formal solicitation be issued.Are there any barriers to you competing for U.S. Government contracts or agreement for HAFB, Utah?

Please provide brochures/descriptive literature including a capability statement commonly provided to the general public; if available, please provide your CAGE/DUNS information. Based upon the attached DRAFT SOW, are there any aspects that are unclear and/or unachievable? Based upon the attached DRAFT SOW, are there any commercial practices including accreditations, insurances, certifications, or licenses that are required to provide Safety Shoes?

Can your company provide Shoes that meet the credentialing standards outlined in the SOW? Please submit a written response via scan/email-attachment on company letter head to the POCs listed below.
