The Air Force intends to solicit the following service: 76th CMXG request a service contract for acquisition for Repair of the Starrag A-Axis Milling Head. This requirement must have the following specifications:

Description of Services 1.0 Scope: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the repair of the Starrag A-axis Milling Head at Oklahoma City–Air Logistics Complex (OC-ALC).

The equipment is listed in Appendix A. 1.1 The Contractor shall be responsible for ensuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this PWS. 1.1.1 The Contractor shall be responsible for any damages that occur during the repair of the Starrag STC-1000 A-axis milling head.

1.2 Known Problems: The specific problem with the equipment is the Starrag STC-1000 A-axis milling head is damaged.

1.3 Requested Services: The Contractor shall travel to Tinker Air Force Base, prepare the machine and remove the damaged milling head. The contract shall encompass exchanging the damaged A-Axis milling head on the STC1000 9349 with the already removed head from the STC1250 9261. The contractor shall prepare the machine and remove the damaged milling head. The head from the STC1250 9261 shall be installed, adapted, commissioned, and tested.

The geometric inspection, leveling, and squareness errors shall be performed, and corrections shall be made to insure the machine is within OEM factory specifications. The spindle lubrication circuit shall be flushed with new fluid before exchanging the heads and any venting modifications made to insure functionality. The tool changer shall be aligned to the head once the machine is aligned. All relevant drawbar parameters shall be updated to insure functionality during clamping and unclamping conditions.

A laser calibration of all machining axis shall be performed, and compensation/backlash values inputted into the control to correct any errors. A final report shall be provided to ensure the machine is returned to OEM factory specifications. A full Programmable Logic Controller (PLC) and Network Computer (NC) back up shall be performed after all parameters are finalized.
