Because the incumbent contractor is currently active on-site executing the parent contract, is fully mobilized, and possesses the specialized structural design calculations for these specific canopies, awarding this modification on a sole-source basis is the only viable method to prevent immediate structural collapse, eliminate an active safety hazard, and protect mission-critical military aircraft.
