Project QUUG 07-1022, EDI Small Aircraft Hanger, Moron Air Base, Spain. The magnitude of this project is between $1,000,000 and $5,000,000 U.S. Dollars. This is furnished for the convenience of prospective contractors. The actual extent of work requirements will be governed by the specifications and drawings. See section L for complete information regarding referenced project. Offers will be evaluated according to the criteria in Section M, Evaluation criteria for award.

A pre-proposal Conference / Site Visit will be held 27 May 25, 9:00 hours local time, in the Contracting Conference room, bldg 106. Bids must be received by the Contracting Officer no later than 10:00 hours local time on 26 June 25. Bids submitted by facsimile will NOT be accepted. Bids submitted after the due date will not be considered for evaluation. Although the due date/time for bids has been extended, the due date/time for questions will remain 6 June 25 by 14:00 hours local time.

This Invitation for Bid (IFB) has been officially amended. All prospective offerors must review the following updated attachments and submit ONE (1) bid in accordance with the instructions found in this solication and its attachments: QandA - QUUG 07-1022 AMD1 SPECIFICATIONS (ENG) - QUUG 07-1022 AMD1 ESPECIFICACIONES (ESP) - QUUG 07-1022 AMD1 DRAWINGS - QUUG 07-1022 AMD1 SCHEDULE OF MAT - QUUG 07-1022 Additionally, the solicitation document, FA557525B0001 has been updated to reflect the new bid due date and time.

In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works.

In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (3) "The contractors must meet the requirements established by Spanish legislation for execution of government works.

A breach of contract on the part of a contractor shall have the same consequences for the contractor for purposes of future contracting with the Spanish government as would occur with a breach of a contract with the Spanish public administration." and (5) "Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". Due to file size constraints, all interested parties must request the first attachment (ATTACHMENT 1 DRAWINGS QUUG 07-1022) for this solicitation.

LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.

Notice to Offerors: Funds are not presently available within USAFE to fund this project, so bid acceptance period should be valid through 31 Dec 25. The Government reserves the right to cancel this solicitation at any time with no obligation to the offeror by the government.
