Clamshell LAMS Liners

This requirement was awarded as a firm-fixed-price, sole source contract. The requirement is for LAMS liners. The liners are for LAMS that are already in government possession. The brand of LAMS currently in government possession is Clamshell Structures, Inc.. Due to the proprietary nature of manufacturing liners that would fit the pre-existing stock of LAMS, it was determined to be in the best interest of the government to award on a sole source basis.

The jusification and approval has been attached to this notice. Originally, the sole source award was going to Clamshell Structures, Inc.; however, during the solicitation phase, Clamshell Structures, Inc. informed the Government that they have decided to shutdown their company. Clamshell Structures, Inc. is closing their company at the end of the year and has given permission for American Pacific Plastic Fabricators, Inc. (APPF, Inc.) to continue manufacturing Clamshell panels.

APPF, Inc. will be selling and marketing these panels under their name and cage code. They are buying the balance of the inventory from Clamshell Structures, Inc. for this purpose. APPF, Inc. has manufactured panels for Clamshell Structures, Inc. since 2007. They maintain Clamshell Structures, Inc. files and will continue producing the Clamshell liners for this requirement.

Other vendors would not be able to make a liner compatible with a LAMS built by Clamshell Structures, Inc. since Clamshell buildings are proprietary and covered by U.S. Patent #4,583,331 issued on 22 Apr 86.
