Combined Air Operations Center (CAOC) Communications Support Sole Source Synopsis

The Air Force intends to negotiate a contract on a sole source basis with MICROTECHNOLOGIES LLC for Combined Air Operations Center (CAOC) Communications Support services. The contract will support United States Air Force Central Command (USAFCENT) 609 Air Communications Squadron (ACOMS) at Shaw AFB, South Carolina and Al Udeid Air Base, Qatar to provide command and control of airpower throughout the United States Central Command (USCENTCOM) Area of Responsibility (AOR). The intended contract is a bridge action.

A bridge is required due to delays in the source selection process. The recompete process has started, but the delays have created a need for this bridge action. MicroTechnologies is the current contractor. No other contractor has the existing capability to continue providing the critical services delivered under this contract on such short notice, for this limited period of time.

A minimum 90-day transition would be required for a new contractor to assume these services and the transition period is necessary due to the nature of the work and the AFCENT environment. No other contractor would be capable of successfully performing in accordance with the guidelines of the Performance Work Statement (PWS). The intended contract base is 3 September 2024 through 2 March 2025 with two (2) 3-month option periods (3 March 2025 - 2 June 2025 and 3 June 2025 - 2 September 2025).

The anticipated award date is 1 August 2024. The applicable NAICS Code is 541330. The Air Force intends to procure this sole source requirement under FAR Part 15, Contracting by Negotiation. A determination by the Government to not compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice shall be the only notice as a solicitation will not be issued.
