Integrated Broadcast Service (IBS)-Executive Agent (EA) Staff Support

The Integrated Broadcast Service (IBS)-Executive Agent (EA) Staff Support contract provides 8 core and 4 optional FTEs with a 5 month base period and four 12-month option periods to provide the program management, research, analysis, development, test, evaluation, and sustainment support of identified IBS systems to support the IBS EA Staff. This contract was not awarded competitively and is not fixed-price.

It is an 8(a) Alaska Native Corporation sole source contract awarded to ASRC Federal Business Innovation, LLC. A firm fixed priced level of effort (FFP-LOE) term contract was considered appropriate for this procurement because the work to be performed cannot be clearly identified. However, the required level of effort can be identified and there is reasonable assurance that the intended performance cannot be obtained for less than the negotiated effort.

Appropriate Government surveillance is in place to ensure that effective methods for cost control and labor efficiency are being used. This contract arrangement and type is considered in the best interest of the Government.
