The 325th Contracting Squadron is seeking qualified vendors to fulfill a requirement for a Pickup Truck for RRRP with the attached Salient Characteristics document. REQUEST FOR QUOTE. In accordance with DAFMAN 64-119 Nonappropriated Fund (NAF) Contracting Procedures, section 2.8 NAF Procurement Exemptions, the following regulations and similar directive publications have been directly referenced from the aforementioned document and do not apply to NAF procurements: 2.8.1.

Federal Acquisition Regulation, the Defense Federal Acquisition Regulation Supplement, or DoD Component supplements to the same, and Department of the Air Force Federal Acquisition Regulation Supplements. 2.8.2. The 15 U.S.C. § 631 et seq., also known as the “Small Business Act,” as amended, and Federal Acquisition Regulation guidance relative to small business along with other award-preference programs. NAF contracts are awarded to the firm whose proposal is most advantageous to the NAFI. 2.8.3.

Buy American Act and Trade Agreements Act of 1979, do not apply to NAFI purchases of resale items. This is a NAF purchase, and it does not obligate appropriated funds of the United States Government. NAF’s are generated by the military community through the sale of goods and services, and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars and sales tax shall not be included in quotes prepared by local vendors.

This acquisition is a NAF acquisition and will therefore be competed in accordance with the procedures that promote for full and open competition. This Request for Quote for commercial items is prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is conducted as a commercial product procurement.

An award, if any, will be made to the responsible offeror who submits a quotation that conforms to the requirements of this Request for Quote (RFQ), complies with the minimum requirements as outlined within this RFQ and with the attached Salient Characteristics and NAF Clauses, and will be most advantageous to the Government, price and other factors considered. Award will be made using the best value evaluation methodology.

The following factors will be used to evaluate offers in order of importance: a. Price (evaluation of price shall be the sum of all line items); and b. Technical capability of the item offered to meet the salient characteristics listed in attachment 2. The Government reserves the right to award without discussions or make no award at all depending upon the quality of quotations received and whether proposed prices are determined to be fair and reasonable.

Offerors shall complete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the equipment that will be provided will not be accepted or considered for award. Offerors shall submit a detailed response to the solicitation explaining the products being proposed and how the offeror is able to fulfill all requirements of the solicitation.

Vendor must provide some form of written product specifications that confirms quoted product to be in accordance with those specifications required by the attached Salient Characteristics attachment RESPONSES. Responses shall be submitted via e-mail to SSgt Marilynne Wilkins at marilynne.wilkins@us.af.mil, and to SSgt Thomas Prospere at thomas.prospere@us.af.mil no later than Thursday, March 14, 2024 at 1:00 PM CST. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.

To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. QUESTIONS. Questions regarding this announcement shall be submitted in writing via e-mail to SSgt Marilynne Wilkins at marilynne.wilkins@us.af.mil, and to TSgt Justin Merritt at justin.merritt.1@us.af.mil no later than Thursday, March 7, 2024 1:00 PM CST. Verbal questions will NOT be accepted. Questions will be answered through email.
