APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
