The Civil Engineering team at Holloman Air Force Base requires a Ground Penetrating Radar (GPR) system equipped with a Subsurface Mapping System featuring an array module portable unit capable of real-time subsurface detection. This advanced technology is essential for accurately mapping and surveying underground utility infrastructure, including gas, electric, water, waste, fuel, and natural gas lines.
The system will enhance pre-construction planning by identifying utility locations, support emergency response for leaks, and facilitate the updating and validation of Holloman AFBs GeoBase database. Meeting The Requirement The requirement necessitates the use of high-grade Ground Penetrating Radars (GPR) due to extensive testing conducted with various models.
Given the specific soil conditions—characterized as calcareous and gypsiferous—the deployment of advanced GPR mapping technology is essential, as outlined in Section B. While lower-grade GPR systems are available, they do not adequately address the environmental challenges presented by the local soil composition.Currently, four vendors offer products with similar characteristics; however, only one meets the full requirements while also providing the most competitive pricing and best overall value to the government.
The following Equipment Specs are required for their location: + Multichannel (30+channels) + Frequency range: 30 - 750 MHz + GNSS satellites: Multi-band GPS + Glonass+ Galileo+ Beidou + GNSS real-time corrections + GNSS real-time 3D accuracy: 1 - 5 cm + Must be compatible with AutoDesk, Trimble, and ESRI software + Roughly a 4 to 5 hr operational battery life -- more preferred + Scan width: 0.80 m or greater + Able to cover a variety of ground coverage: paved, rough/uneven, dirt, gravel, low-brush vegetation + Operate in temperatures ranging from 20 degrees to 105 degrees + Must have stand-alone post-processing software with a perpetual license base - can be used without WiFi + Include the IPAD that functions as an app controller Requirements that are preferred: + Training on equipment included -- at least a 1 day in-person training with potential virtual follow-ons + Training on software included -- at least a 1 day in-person training with potential virtual follow-ons Offerors The first page of the proposal must show (i)The solicitation number; (ii)The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available); (iii)A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item; (iv)Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation; (v)Name, title, and signature of person authorized to sign the proposal.
Proposals signed by an agent shall be accompanied by evidence of that agent’s authority, unless that evidence has been previously furnished to the issuing office. Submission, modification, revision, and withdrawal of proposals. (i)Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that proposal or revision is due. (ii)(A)Any proposal, modification, or revision received at the Government office designated in the solicitation after the exact time specified
