THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This announcement closes at 1200 hours EST on 10 October 2024. The Government is seeking industry input from Small Business sources at this time. The applicable North American Industry Classification System (NAICS) for this requirement is 238990, All Other Specialty Contractors. Interested parties must be registered in the System for Award Management (SAM) at www.sam.gov.

The Government plans to consider all information submitted in response to this Sources Sought Notice. The 633d Contracting Squadron, Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services for the Unmanned Ariel Services (UAS) Netting for East Ramp Metal Sunshades. The intention of the netting is to deter and ultimately prevent the intrusion of UAS’s near airmen and aircraft.

This initial sunshade netting installation on the metal sunshade (bay Alpha 1) shall serve as a proof of concept for the remaining sunshades.

The Contractor shall provide all services, materials, supplies, supervision, labor, and equipment, to the functions that supports the services design (CLIN 0001), materials and installation of prototype netting on the north and south-facing sides of one metal sunshade (CLIN 0002), and have the option to install netting to all forty-two (42) metal sunshades (CLIN 0003) on the north and south-facing sides located on the East Ramp of the flightline at Langley AFB, VA. This sunshade will serve as a proof-of-concept for the remaining sunshades on the East Ramp.

The Period of Performance: The contract will have the following period of performance:

CLIN 0001: Design to be submitted to the Government for review and approval NLT 30 October 2024;

CLIN 0002: Installation of prototype netting on one metal sunshade on the north and south-facing sides NLT 30 November 2024;

CLIN 0003, Unexercised Option: The Government may exercise CLIN 0003, subject to the availability of funds, for a period of 180 calendar days from notice to proceed. The Request for Proposal (RFP) release date will be determined based on responses to this source sought. Please note: This is an estimated posting timeframe, and it is the responsibility of the interested parties to monitor the System for Award Management website at www.sam.gov for all subsequent postings.

A draft Statement of Objective (SOO) and Attachments are posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services.

All interested parties shall submit a capabilities package (no more than 10 pages total) outlining your company’s key business abilities relevant to the performance of this requirement and addressing the questions found in Attachment 1. Please submit the requested information to this office by NLT the closing date and time, 1200 hours EST on 10 October 2024, to Kenesha Hargrave at kenesha.hargrave.1.ctr@us.af.mil and Matthew Gregg at matthew.gregg.3@us.af.mil.

The internet and e-mail shall be used as the primary means of disseminating and exchanging all information. Hard copies of documents posted on SAM will not be made available.
