The following requirement is a Total Small Business Set-Aside: Facility 655 (The Old Steam Plant) is a historic building on the Air Combat Command (ACC) campus. Built in 1941, this 4,522 sf, one/two story brick structure provides steam heat to several surrounding buildings. There have been three major projects to this building; however, these have all been primarily Heating, Ventilation, and Air Conditioning (HVAC) related.

This project is a full renovation of interior elements, exterior elements, and building services. The goal is to create an office area for the ACC Civil Engineering (CE) staff and shall include a full and complete repair of the structure. To bring the facility up to contemporary facility standards, the building needs major repairs that include all building systems. This includes but is not limited to an all-new roof system, all new HVAC system, plumbing system, and electrical power and distribution systems.

This includes rebuilding the electrical room and providing all new concrete flooring, including substrate. The facility still contains the remnants of the old steam plant, all of which must be removed, including the steam stacks. There is also a building addition that must be repaired in order to properly tie to the primary structure; this part of the facility will be completely demolished and rebuilt.

Other items to be repaired are the removal of all existing hazardous materials, repair of the exterior walls, repair of structural members, and exterior site work; this will include adding some driving barriers in order to properly section off parking for the renovated facility. A Pre-Bid Site Visit will be held @ 10:00 a.m. ET on Wednesday, 4 June 2025. Participants will meet at Building 655, 225 Hunting Avenue, Langley AFB, VA 23665.
