Sources Sought - Tactical Smart Phone (Samsung S23 Tactical Equivalent)

Sources Sought Notice:

Tactical 2-Way Communication Device Synopsis: This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources to provide a tactical 2-way communication device meeting the following essential requirements. Interested parties should submit product data sheet for their proposed device(s). Currently we are utilizing the Samsung S23 Tactical Device to fulfil this requirement but are attempting to idenify alternate devices with the same capabilities.

Essential Requirements List:

1. Display/Body 6.1" display. Peak brightness of 1,750 nits for outdoor visibility. High-durability glass and aluminum frame. IP68 rating for dust and water resistance.

2. Performance High-performance mobile processor (64-bit Octa-core). Minimum 8GB RAM and 256GB internal storage. Android operating system.

3. Battery Minimum 3,900mAh battery capacity.

4. Camera High-resolution main camera (50MP or equivalent) with optical image stabilization. Capabilities for optical and digital zoom. 8K video recording and 4K@60fps on all lenses. High-resolution front camera with 4K video recording.

5. Security and Software Dual-layer security architecture for high-level data protection. Preloaded with mission-critical tactical applications (ATAK).

6. Connectivity Support for 5G, Wi-Fi 6E, and private network readiness. Multi-Ethernet connections and simultaneous Wi-Fi and Ethernet-tethered device connectivity. Flexible VPN configuration with dual VPN chaining. Certification for priority network access for emergency services. 5G band-locking mode for specific operational scenarios.

7. Interoperability Preconfigured support for tactical radio protocols. Capability to interface with third-party Software Defined Radios (SDR). Support for external GPS for accurate location data relay.

8. Additional Features Programmable side key for quick access to mission-critical apps. Remappable power key for custom app functions. Hardware-level device management features. Night vision mode for use with night-vision goggles. Stealth mode to disable all RF broadcasting.

9. Durability and Compliance Certification for environmental durability (temperature, dust, shock/vibration, low-pressure/high altitude). Compliance with stringent security standards and certifications (e.g., CSfC, CC, MDF, PP, DoD APL, STIG, FIPS 140-2).

10. Sensors Accelerometer for motion detection. Proximity sensor for haptic feedback. External light. Gyroscope for orientation.
