This requirement is located in Puerto Rico** This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The United States Air Force has a requirement for construction services to perform safety repairs on the Air Traffic Control Tower (ATCT) at Jose Aponte Airport Ceiba, Puerto Rico, in accordance with the attached Statement of Work (SOW). This procurement is a 100% total small business set-aside. The North American Industry Classification System (NAICS) code is 236220 Schedule of Events Site Visit: An organized site visit is scheduled for Monday, February 9, 2026, at 10:00 AM AST.

Questions Due: All questions regarding this solicitation must be submitted in writing to the Primary Point of Contact via email no later than Tuesday, February 10, 2026, at 12:00 PM AST.

Answers Provided: The Government will provide answers to all questions by Wednesday, February 11, 2026, at 4:00 PM AST. Answers will be posted as an amendment to this solicitation.

Proposals Due: All proposals must be submitted electronically to the Primary Point of Contact no later than Friday, February 20, 2026, at 12:00 PM AST. Instructions to Offerors Proposals must be submitted in English and will be evaluated based on the criteria outlined below. Offerors are responsible for submitting all required documentation. Your proposal package should include:

Price Proposal: A detailed price breakdown for all contract line items.

Technical Proposal: A narrative demonstrating your understanding of the requirement and your proposed approach to accomplishing the work in the SOW.

Past Performance: Information on three (3) relevant projects completed in the last five (5) years. Include project descriptions, contract numbers, dollar values, and a point of contact for each project.

Representations and Certifications: Completed representations and certifications.
