Sole Source BPA - Beale AFB Lodging

NOTICE OF INTENT TO MAKE SOLE SOURCE AWARD This requirement is for lodging accommodations (single occupancy, non-smoking rooms) for Reserve Component members assigned to the 940th Air Refueling Wing, 38th Intelligence Squadron, 50th Intelligence Squadron, and 713th Combat Operations Squadron during inactive duty training (IDT) weekends and Unit Training Assembly periods. Reserve Component members are assigned Priority One lodging status under DoDI 1015.11 and must pursue on-base lodging first per DAFMAN 34-135.

Under Air Force and DoD lodging policy, Reserve Component members performing IDT are authorized lodging via government quarters or contract commercial lodging when mission requirements dictate and when government quarters are unavailable, with the unit responsible to pay lodging charges via an organizational Government Purchase Card (GPC) account, provided the lodging is reserved through a valid contractual instrument such as a Blanket Purchase Agreement (BPA).

However, a critical payment compliance gap exists: Government Purchase Cards can only be used for lodging when a valid contract or BPA is in place per AFI 64-117 and the DoD GPC Guidebook, while Government Travel Cards are not authorized for IDT weekends as most IDT does not constitute official government travel under DoD GTCC Regulations Section 040101, which defines official government travel as "travel under official orders while performing duties pertaining to official government assignments such as temporary duty (TDY) and permanent change of station (PCS)."

This BPA is essential to provide units a contracting vehicle to charge lodging to the GPC in compliance with acquisition and lodging policy, ensuring regulatory compliance while supporting mandatory Reserve training requirements. This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

This procurement is being conducted as a sole source award because the Gold Country Inn located on Beale AFB is the only source capable of meeting the Government's requirements. Award will be made on or after 10 October 2025. Intended Awardee is the Gold Country Inn located at Beale AFB, CA.
