452d Maintenance Group Rag Cleaning Service The March Air Reserve Base Contracting Directorate (452 MSG PK), March ARB intends to orally solicit a competitive, Firm-Fixed Price Service Contract within the local trade/geographical area of March ARB, CA under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The applicable NAICS is 812332 with a size standard of $47.0 million. The required items are as follows:

March Air Reserve Base, California is the home to KC-135 and C-17 aircraft and future home of KC-46 aircraft. The 452 Maintenance Group at March must maintain aircraft maintenance standards per DAFI and other specific requirements. This includes the use of rags for cleaning, lubrication, hazmat distribution and others. Currently, the rag service is funded by GPC but due to price increases we can no longer support this.

The following number of stackable panel systems will be list on the Performance Work Statement (PWS). They will include conference rooms, cubicle farms, break rooms, supervisors offices, restrooms, and maintenance offices. For further required details, please reference the PWS. Notice to interested Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this notice until funds are available.

The Government reserves the right to cancel this notice, either before or after the closing date. In the event the Government cancels this notice, the Government has no obligation to reimburse an offeror for any costs.

This notice neither constitutes a Request for Quote (RFQ) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT AN RFQ AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. 452 MSG has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition.

The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.

Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
