The purpose of this sources sought is to identify available authorized businesses to provide a fully customized, integrated Ubiquitous Technical Surveillance (UTS) tradecraft curriculum tailored to the Joint Personnel Recovery Agency (JPRA) UTS initiative.

The contractor shall design, develop, and deliver specialized, mission-focused instruction that integrates advanced UTS considerations with foundational Personnel Recovery (PR) planning, Survival, Evasion, Resistance, and Escape (SERE) principles, and isolated personnel operations. The required services must equip personnel with realistic, field-deployable tradecraft and operational decision-making skills for use under modern technical surveillance constraints and politically sensitive conditions.

The curriculum must provide an operational framework that bridges tactical, operational, and strategic echelons—leveraging live-environment PR training expertise relevant to aviation, SERE, and Special Operations Task Forces—while focusing exclusively on operationally relevant tradecraft in denied or semi-permissive environments and explicitly omitting generic commercial programs of instruction. Work to be performed IAW with the attached SOW Draft.

ANTICIPATED NAICS/SIZE STANDARD: This requirement falls under the NAICS Code of 611699, All Other Miscellaneous Schools and Instruction with a size standard of $16.50M.

SUBMISSION OF INFORMATION: All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice. A responsible potential source shall have registered with the System for Award Management (SAM).
