This is a Pre-Solicitation Notice: The Government currently plans to issue solicitation number FA46125B0003, Synthetic Ice Rink for F. E. Warren AFB, WY. This acquisition is a Small Business set-aside under NAICS code 237990 Other Heavy and Civil Engineering Construction with a size standard of $45.0 million. This is a Nonappropriated Fund purchase.
This acquisition is to have a Contractor provide all labor, materials including taxes, equipment, means and operations necessary to construct a Synthetic Ice Rink at F.E. Warren AFB, as specified in the statement of work, specifications, applicable drawings, other attachments and the Terms and Conditions of the Contract.
The Contractor is responsible for supplying and installing a turn-key fully functional, tested, and operational product meeting the performance requirements outlined by these Statement of Work, Specifications and Drawings. The work includes but is not necessarily limited to the following principal features: This project consists of leveling and compacting the work area and building a synthetic ice rink and sheltering structure. The following information highlights the key portions of the work.
Work will be performed as determined by the Contracting Officer or as indicated within the SOW. Work will be performed in a manner so as not to inhibit operations or access to the surrounding facilities. Includes ground preparation, rink platform, synthetic ice rink, equipment, training and tent. BID Option will include electrical work, specifically, conduit, cable, panel and breakers. The disclosure of the magnitude for this acquisition is between $250,000.00 and $500,000.00.
The contractor shall abide by all local, state, and federal EPA guidelines and regulations during the performance of the awarded contract. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM), https://www.sam.gov, to be eligible to receive an award. It is anticipated that the Invitation for Bid (IFB) will be issued on or about 12 June 2025 and will be posted on the Government-wide Point of Entry (GPE) at https://www.sam.gov.
