The Government is seeking industry feedback on the draft of the Request for Proposal, FA4610-24-R-0012, for the Western-Range Operational Ordering Contract for Infrastructure Enhancement (WOOKIE) Multiple Award Construction Contract (MACC). Feedback on the draft Request for Proposal and associated attachments is due no later than 21 October 2024 at 3PM PDT.

Please channel all feedback and communications to the email address at WOOKIEMACC2025@groups.af.mil The WOOKIE MACC will provide a competitive vehicle for executing a broad range of maintenance, repair and new construction of buildings, facilities, or base infrastructure, performed under a design/build or bid/build process at Vandenberg SFB and VSFB remote locations.

The remote locations for VSFB include Oak Mountain, Vandenberg Village Antenna Farm, Pillar Point Air Force Station, Anderson Peak, Laguna Peak, Santa Ynez Peak, Naval Base Ventura County Point Hueneme, Naval Base Ventura County Point Mugu, and Orcutt Hill. The award is contemplated as a 8(a) competitive set-aside limited to 8(a) firms registered in the North American Industrial Classification System Code (NAICS) of 236220, Commercial and Institutional Building Construction.

All other 8(a) firms will be deemed ineligible to submit offers. The award is anticipated to be comprised of up to five (5) indefinite-delivery, indefinite-quantity contracts with a five (5) year base, one (1) two (2) year option, plus a six (6) month option to extend services. The NAICS code is 236220 and the size standard is $45M. This acquisition will be procured pursuant to the requirements in FAR Part 15 Contracting by Negotiation and FAR Part 36 Construction and Architect – Engineer Contracts.

All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award. Additional information or postings will be posted for viewing on SAM at https://www.SAM.gov/. Market Research for this requirement was previously conducted under the SAM reference number VSFBMACC2024.
