FA461024Q0046 Project Title: Crucible Commercial Internet Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 (22 May 2024) and DFARS Change 15 August 2024. This announcement constitutes the only solicitation notice; quotes are being requested in response and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as Request for Quote (RFQ) No. FA461024Q0046. This acquisition is being conducted as a 100% Small Business Set-Aside.

The applicable North American Industry Classification System (NAICS) code is 517111, “Wired Telecommunications Carriers”. The applicable small business size standard is 1,500 employees and the applicable PSC code is DG10, “IT and Telecom-Network as a Service”.

Project Title: Crucible Commercial Internet Services The resulting contract will be Firm Fixed Price (FFP). The period of performance will be for one (1) 11 month basic period and two (2) 12 months option periods. Please refer to the attached SF 1449, RFQ, for a complete list of incorporated clauses and provisions. Submit quote on the attached SF 1449, RFQ. Please input prices on attached CVS spreadsheet in order to check proposal math.

Please edit sample equipment list in paragraph 3.1. of the Draft Performance Work Statement (PWS), RFQ Attachment 1, to reflect your company’s proposed equipment. Submit a copy of the completed CVS spreadsheet and revised PWS as part of the quote. Due to base access restrictions and operational security requirements, interested offerors must have existing authority to operate and provide Commercial Internet Services on Vandenberg SFB, CA to be eligible for contract award.

1) Please see RFQ for detailed description of requirement. Quotes shall conform to the CLIN structure as established in the RFQ.

2) Site Visit attendance is highly encouraged.

3) All questions or comments must be submitted in writing via email to the Contracting Officer No Later Than (NLT) 4:00 PM PDT Friday, 30 August 2024. Answers will be posted to Contract Opportunities at the soonest available date. Telephone and other means of oral communication will not be received.

4) Quotes must be sent to the attention of Lucille Ngiraswei, Contracting Officer, at lucille.ngiraswei.2@spaceforce.mil. Quotes are due No Later Than (NLT) 05 September 2024 at 1:00 PM PDT. Quotes shall be valid through 30 Sep 2024. Site Visit Instructions: Submit the names of all attendees via email to lucille.ngiraswei.2@spaceforce.mil NLT 4:00 PM PDT Tuesday, 27 August 2024. For attendees who do not already have access to Vandenberg SFB, CA; please include date of birth, driver’s license state of issuance, and driver’s license number in the email. This information must be provided in advance to ensure timely access to the site visit location.

All potential offerors are reminded that compliance with the provision at FAR 52.204-7, System for Award Management, is mandatory. Lack of registration in SAM will render an offeror ineligible for contract award.
