c. Extend the deadline for RFQ from 12:00 CST, Friday, 7 Feb 2025 to 12:00 CST, Monday, 10 February 2025.

Attach Vehicle Barrier GRAB - 300 Combined Manual Attachments: *Amendment 1: Vehicle Barrier Maintenance *Attachment 3: Provisions and Clauses *GRAB - 300 Combined Manual Notice ID will be referenced as FA460825Q0002 moving forward. Notification of Site Visit Barksdale Air Force Base has scheduled a site visit in conjunction with solicitation FA460825Q0002, for 2d CES Active Vehicle Barrier Mx at Barksdale AFB. The site visit is scheduled for 30 January 2025 at 0900 CST.

The government encourages attendance for the offeror to fully realize the scope required to fulfill this requirement. The offeror should review the combined synopsis/solicitation package and submit questions in writing, if applicable. Understand the government will not reimburse or be liable for any expenses incurred by the attendee to include but not limited to travel expense, lodging, and per diem. Attendees will meet at the following date, time and location and be escorted onto Barksdale AFB, LA.

SITE VISIT DETAILS Date: 30 January 2025 Site Visit Check In for Backgrounds Checks at Pass & ID West Gate:

0815 CST Site Visit Time Starts:

0900, Central Time Location: 425 Lindbergh Avenue, Barksdale AFB, LA 71110 (West Gate Visitor Center) Participants will meet at the Barksdale Air Force Base West Gate no later than 0815 on day of the site visit and will be escorted to the various locations. Visitors must have valid Government issued Identification Card. Late arrival may result in denial of access to the installation. 1).

In order to gain access to the government installation, advance notice must be received by attendee on or before 27 January 2025 at 1100 CST. 2). This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation number is FA460825R0001 and is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2025-01) as of 12 November 2024. This is a total set aside for small business and the associated North American Industry Classification (NAICS) number is 561621. The small business size standard is $25.0M.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

IMPORTANT: The provisions FAR 52.212-1 and 52.212-2 apply to this acquisition. For additional proposal instructions and evaluation information, please see full text below. Quotes shall be submitted in electronic format and emailed to Quaya Ervin at ruquayyah.ervin@us.af.mil no later than the solicitation due date and time. Email is the required method; however, it is the contractor’s responsibility to follow up with the listed POC to ensure their quote was received on time. Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response.

BEST VALUE DETERMINATION: The technically acceptable, lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the Technical Plan outlined in provision 52.212-1 below. If the lowest priced submission is found not technically acceptable, the government will evaluate the next lowest priced submission. The evaluation will stop at the point when the government identifies the lowest priced, technically acceptable offer, which will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers.

IMPORTANT DATES AND TIMES: A site visit will be held at 9:00 AM CST on Thursday, 30 January 2025. Interested parties must RSVP no later than COB Monday, 27 January 2025. (If no RSVP is received by this deadline, the site visit will be canceled) Questions will be due no later than 12:00 PM CST on Monday, 3 February 2025. Answers will be posted no later than 4:00 PM CST on Wednesday, 5 February 2025. Quotes are due no later than 12:00 PM CST on Friday, 7 February 2025.
