Amendment 0004 to Solicitation FA448624R0002 - Construction Basic Ordering Agreement (CBOA) - On-Ramping Opportunity Description: This amendment 0004 to solicitation FA448624R0002, Construction Basic Ordering Agreement (CBOA), is issued by the 765th Air Base Squadron, Contracting Flight (765th ABS/CONF), at Lajes Field, Terceira Island, Azores, Portugal.

Purpose of Amendment: The purpose of this amendment is to extend the closing date of the original solicitation to allow for the on-ramping of additional contractors to the Construction Basic Ordering Agreements (CBOAs) previously established under this solicitation. The original solicitation anticipated the potential for on-ramping at any time.

Key Information:

Extended Closing Date: The new closing date for submission of offers for on-ramping is 2 February 2026 at 1400 hours, local time UTC-1.

Scope: This extension is solely for the purpose of allowing additional contractors to submit offers for consideration to be added to the existing pool of CBOA holders. Existing CBOA holders do not need to re-submit.

Reaffirm Existing Terms: All terms and conditions, evaluation factors, and requirements as stated in the original solicitation FA448624R0002, remain unchanged and in full effect. The receipt of an agreement will be based on the competitive source selection where the best value is expected to result, from selection of the proposal with the technical factor rated acceptable, and with respect to past performance factor, more relevant past performance being a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.

Original Terms Remain in Effect: All terms and conditions, evaluation factors, and requirements as stated in the original solicitation FA448624R0002, remain unchanged and in full effect. This includes the requirement for registration in the System for Award Management (SAM) at https://www.sam.gov and the need for a Construction Certificate issued by the "Instituto dos Mercados Públicos do Imobiliário e da Construção (IMPIC)" Institute of Public Real Estate and Construction Markets of Portugal.

NAICS Code: The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220, Commercial and Institutional Building Construction; and Product Service Code (PSC) Y1JZ, Construction of Miscellaneous Buildings.

Work Locations: Work locations include Lajes Field Base/“Base Aérea N.º 4” at Lajes, and any off-Base support sites at Terceira Island, Azores, Portugal.

Amendment 0002: Is no longer in effect.

Instructions: Potential offerors interested in being considered for on-ramping under the existing Construction Basic Ordering Agreements (CBOAs) must submit their offers in accordance with the instructions provided in the original solicitation FA448624R0002, as amended by this amendment 0004. All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. BREAK---------- Solicitation Amendment 0001 The Purpose of the solicitation amendment 0001 is to:

1. Update Attachment 2 Past Performance Information (PPI), 2. Add Attachment 4 Questions and Answers, and 3. Extend the solicitation due date from 30 April 2024 to 8 May 2024.

BREAK---------- Project Title:

Construction Basic Ordering Agreement Project Location: Lajes Field Base and any off-Base support sites at Terceira Island, Azores, Portugal. The Construction Basic Ordering Agreements (CBOAs) will be utilized to execute a broad range of maintenance and repair construction projects, and may involve design-build services.

These projects may include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), concrete and asphalt paving, painting, millwork, flooring, and other specialty and general construction work, and may require no design, partial design, or full design, depending on the particularities of each project.

The Construction Basic Ordering Agreement will be performed in Portugal, therefore, the Government will be requiring a Construction Certificate, issued by the "Instituto dos Mercados Públicos do Imobiliário e da Construção (IMPIC)" Institute of Public Real Estate and Construction Markets of Portugal.
