Update to Amendment 1 The purpose of this updated is to incorporate Government responses to two (2) additional questions submitted by industry. The newly added industry questions and Government responses have been added to the Q&A tracking document (Attachment 8 - Government Response to Industry_25 Aug 26) and are highlighted in yellow for easy identification. All documents from the initial amendment posted on 21 August 2026 remain completely unchanged and in full effect. All current and valid documentation for this solicitation can be found in the Attachments section of this posting.

Amendment 1 and Government Responses to Industry Questions The purpose of this posting is to provide additional Government Responses to Industry Questions (Attachment 8). The following documents revised in Amendment 1 and revise applicable solicitation documents. Amendments have been identified within the Government Responses.

The following documents have been amended: 1. Cover Letter 2. Attachment 1 - PWS 3. Attachment 2 - Sect L 4. Attachment 3 - Sect M 5. Attachment 4 - CDRLs 6. Attachment 5 - Provisions and Clauses 7. Attachment 6 - Pricing Matrix Description of the RFP The contractor shall provide academic and simulator training for the following courses: Initial Qualification Pilot Training, Refresher Pilot Training, Pilot Recurring Evaluation Training, Pilot Requalification Training, and Pilot Senior Officer Training with regular updates to the training curriculum.

The primary training audience consists of pilots associated with the executive airlift community but may also include personnel from other special missions as approved by AMC's Air, Space, and Information Operations' Training Division (A3T).

Training shall be conducted at a training center approved under Title 14, Code of Federal Regulations (14 CFR) Part 142. The contractor must possess a B737-700/800 training program as well as a B737 MAX Differences training program approved under 14 CFR Part 142. At a minimum, the contractor shall furnish, at its site, a Federal Aviation Administration (FAA)-certified Level D, Category (CAT) IIIa capable, fully operational Full Flight Simulator configured with the Boeing United States Air Force (USAF) C-40B/C Operational Program Configuration (OPC) load software.

Contractor will also have access to a B737 MAX FAA-certified Level D, Category (CAT) IIIa capable, fully operational Full Flight Simulator. USAF cockpit procedures and checklists shall be used in all courses. See Cover Letter Amendment 1, Amended Attachments 1-6, and Attachment 7 for details pertaining to the solicitation. While the Requirement Owner is AMC, located at Scott AFB, the Place of Performance shall be conducted at the contractor's facility.
