Amendment 3: The purpose of this amendment is to provide clarification regarding the submission of an active USDA APHIS Compliance Agreement (PPQ Form 519). In accordance with 7 CFR § 330.403 and SOW Section 2.1, an active USDA APHIS Compliance Agreement (PPQ Form 519), including all applicable addenda, must be submitted with the quotation for every entity that will physically pick up, handle, transport, or process regulated garbage.

Specifically:

Transport / Handling Provider: An active PPQ Form 519 covering regulated garbage transport and handling must be provided for the entity (whether Prime Contractor or Subcontractor) that will physically collect and haul the waste.

Processing / Disposal Facility: An active PPQ Form 519 covering regulated garbage disposal/destruction must be provided for the receiving processing facility.

Prime Contractor: If the Prime Contractor will perform any physical handling or transport of the waste, it must submit its own active PPQ Form 519. If the Prime Contractor is solely performing administrative management and 100% of the physical handling and transport is subcontracted to an authorized hauler, the Prime is not required to hold an individual handling agreement, provided the subcontractor’s active PPQ Form 519 is submitted and the work division complies with RFO 52.219-14 (Limitations on Subcontracting). All other terms and conditions of the solicitation remain unchanged.

break----- Amendment 2: The purpose of this amendment is to extend the deadline from 4 Sep 2026 12:00 PM PDT to 7 Sep 2026 4:30 PM PDT. Additionally, to incorporate the attached "Amendment 2 Questions and Answers Document". All other terms and conditions of the solicitation remain unchanged.

break----- Amendment 1: The purpose of this amendment is to provide answers to the questions received during the solicitation question period. The FA442727Q1137 Question and Answer Document is hereby incorporated into the solicitation. All other terms and conditions of the solicitation remain unchanged.

break------ Travis AFB, CA requires regulated garbage services for the 60th Aerial Port Squadron. The attached Statement of Work (SOW) contains a comprehensive description of the requirement. This is a 5 year contract with the following period of performance:

Base Year: 01 Oct 26 - 30 Sep 27 Option Year 1: 01 Oct 27 - 30 Sep 28 Option Year 2: 01 Oct 28 - 30 Sep 29 Option Year 3: 01 Oct 29 - 30 Sep 30 Option Year 4: 01 Oct 30 - 30 Sep 31 In addition, the attached FA442726Q1137 Combined Synopsis Soliciation document is prepared in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 and constitutes as the only solicitation, supplemented with additional information included in this notice.

Instruction to offerors are also provided within this document. All questions concerning this solicitation must be submitted to both Point of Contacts no later than 27 Aug 2026 at 12:00 PM PDT. Any inquiry submitted past this deadline will not be accepted.
