Notice of Intent to Award A Sole Source Contract - Neoverse LED Wall

The 17th Contracting Squadron, Goodfellow Air Force Base, intends to award a sole source, firm fixed price purchase order to QubicaAMF Worldwide, LLC. This procurement is required in order for the acquisition and installation of an interactive Neoverse LED Wall display to replace the Bowling Center's current masking unit.

This procurement is intended to be awarded as a sole source due to QubicaAMF being the sole proprietor of the required Neoverse equipment to interface with all the components currently utilized by the Bowling Center, to include the currently utilized QubicaAMF software and Point of Sale (POS) systems. Purchase of the required Neoverse system is necessary to allow the requested LED wall to properly and seamlessly interface with existing bowling center infrastructure.

The Neoverse LED Wall which is only compatible with QubicaAMF software. Currently no other manufacturer's equipment will interface with current QubicaAMF systems in the Bowling Center, nor do they provide the appropriate LED wall capabilities to meet the requirement. QubicaAMF is also the only authorized seller of its Neoverse technology and Neoverse products cannot be purchased through another vendor or distributor, including third party re-sellers.

Soliciting and/or awarding to a source other than QubicaAMF would require the purchase of a separately compatible scoring, POS, and bowling center management system that is out of the scope of this requirement and not currently budgeted for as it would come at a burdensome cost to the Government.

APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1), Soliciting From A Single Source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
