Amendment 1- (7 March 2024) The purpose of this amendment is to provide answers to the following questions:
Question: Will the group be needing all of the rooms at one hotel? Or could they be split between 2 hotels?
Answer: Accommodating all rooms at one hotel.
Question: Will they be booking / paying on their own, or will you be providing a rooming list/ payment form?
Answer: Payments shall be invoiced after the completion and acceptance of the performance. Invoices shall be summited within WAWF, IAW clause DFAR 252.232-7006- Wide Area WorkFlow Payment Instructions Question: Are you looking to be a certain mileage distance from a specific address on the Opportunity please?
Answer: Within the city of Wichita Falls, Texas.
Question: Also, please clarify on how to comply with DFAS requirements for invoicing and what the process and timeline looks like?
Answer: Payments shall be invoiced after the completion and acceptance of the performance. Invoices shall be summited within WAWF, IAW clause DFAR 252.232-7006- Wide Area WorkFlow Payment Instructions Amendment 2- (12 March 2024) The purpose of this amendment is to provide answers to the following questions: 5. Is there any assistants available or someone I can speak with on how to get the WAWF payments set up? I saw in Sam.gov that is where we need to go but I am struggling with it.
Answer: Please refer to FAR Clause 252.232-7006 Wide Area WorkFlow Payment Instructions. Item (c) WAWF access. To Access WAWF, the Contractor shall- Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and Be registered to use WAWF at https://wawfeb.mil/ following step-by step procedures for self-registration available at this website. Contact the WAWF helpdesk at 866-618-5988, if assistance is needed. 6. Past Performance:Could you please elaborate on the requirements for past performance? Specifically, do past performance references need to be with federal entities, or is commercial past performance acceptable?
Answer: We shall check on all proposed contractor’s Supplier Performance Risk System (SPRS) score by their cage code. The Supplier Performance Risk System (SPRS) score measures your current cybersecurity compliance with NIST 800-171. The SPRS score is a tool used by the Department of Defense (DoD) to measure the risk of a contractor's cybersecurity position in protecting sensitive DoD information (CDI/CUI).
7. Delivery Terms: I would like more details regarding what is meant by delivery terms. Could you provide information on when the rooms will be available, logistical arrangements, check-in and check-out procedures, etc.?
Answer: This information is provided in the RFQ and the COMBO document attached to the RFQ.
Amendment 3- (12 March 2024) The purpose of this amendment is to provide answers to the following questions: 8. Tax Exemption:Will you be providing a tax exemption form, or should we include taxes in our pricing? Clarification on this matter would be greatly appreciated. The hotels have Shepard base Tax-exempt forums for your base, so just confirming.
Answer: Please find the attached SF1094-15a- UNITED STATES TAX EXEMPTION FORM. IAW FAR 53.229 - Use the SF1094 and SF1094A for use in establishing exemption from State or local taxes, as specified in FAR 29.302(b).
Amendment 4- (14 March 2024) The purpose of this amendment is to extend the solicitation due date from Tuesday, 3/13/2024 0900CST to Monday, 3/18/2024 0900CST. Additionally, this amendment is to further clarify the scope and technical aspects of the requirement: As a DoD entity hosting an Air Show, we will ensure our travelers are provided lodging that meet the Department of Defense (DoD) Lodging Adequacy Standards.
The standards ensure the care and satisfaction of official government and our non-government travelers by providing adequate accommodations in quality facilities. The expectation is that all Lodging facilities meet 100 percent of the standards. The Standards have been developed with input from Military Services and Defense Travel Management Office (DTMO) and are reflective of DTMO’s Integrated Lodging Program Pilot standards. The complete lodging adequacy standards guide is available upon request.
COMBO attachment has been updated to reflect the following date extension. Sheppard Air Force Base (AFB) will be hosting an Open House/Air Show and requires lodging for contractors. This requirement is essential for contractors attending the air show who require double occupancy rooms off base. This requirement needs rooms to be located in Wichita Falls, Texas and to contain the rooms below.
This is a combined synopsis/solicitation for commercial service is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. No paper copies of the solicitation will be issued. This announcement constitutes the only solicitation; excluding modifications. This solicitation is a Request for Quotes (RFQ) to provide double occupancy rooms off base for the Sheppard AFB, Texas air show contractors.
The 82d Contracting Squadron of Sheppard AFB, Texas anticipates awarding a single Firm Fixed Price (FFP) contract. The applicable NAICS code is 721110, and the small business size standard is $40,000,000.00. This requirement is a total set aside for 100% small business concerns. The solicitation number is FA302024Q0027 and is issued as a Request for Quotation (RFQ). See attached “Combo RFQ” for the RFQ format.

Contractors are strongly cautioned to check this notice periodically for amendments. The solicitation will close at 9:00AM CST on 13 March 2024.
