A Sources Sought Notice was posted on 10 August 2026 on SAM.gov and was active until 20 August 2026. During this period, the government received three (3) responses by 20 August 2026 from BHPE LLC, SAM LOGISTICS AND SUPPLIES INC, and DATA SECURITY, INC. The government has determined that Data Security, Inc. is the only valid source due to the salient characteristics of having a solid state media disintegrator that is NSA/CSS 9-12 compliant and having electrical characteristics of 200-240V, 1 phase, 50/60 Hz, 6A.
BHPE LLC and Sam Logistics and Supplies Inc. failed to meet one of those two key salient characteristics. The 502d Contracting Squadron intends to award a sole source order to Data Security, Inc. (CAGE: 0B8L1). The proposed contract action is for the procurement and delivery of one (1) Data Security, Inc. SSMD-2mm Solid State Media Disintegrator (Manufacturer Part Number: 972-0001) in support of the 433d Force Support Squadron Communications Flight (433 FSS/SCO) at Bldg. 817, JBSA-Lackland, TX.
The SSMD-2mm is the only disintegration system that satisfies the strict security mandates of NSA/CSS 9-12 while conforming to existing JBSA warehouse electrical facility constraints. Specifically, the device can operate safely on the existing facility electrical configuration of 220V / 20 Amp circuit (200-240V, 1 phase, 6A).
Other commercial disintegrators on the NSA EPL require industrial-grade 3-phase, 30 Amp high-voltage electrical setups, which would require a Civil Engineering Form 332 coordination and costly facility electrical remediation exceeding $15,000, causing significant delays in the unit's technology refresh timeline.
The statutory authority permitting other than full and open competition is Revolutionary Federal Acquisition Regulation Overhaul (RFO) 8.103, RFO 8.104, and RFO 538.7104-3(a) Federal Supply Schedule Ordering Procedures, which allows for restricting competition for acquisitions at or below the Simplified Acquisition Threshold (SAT).
All interested sources who can refute these findings with clear and convincing evidence to support their ability to provide a solid state media disintegrator that meets all salient characteristics should respond.
