Justification for Unusual and Compelling Urgency: C-5 Part WL-A10N

This notice and justification is for a firm-fixed-price (FFP) one time purchase order for the procurement of one Magnetic Contactor (P/N: WL-A10N) to support aircraft ground power operations under FAR 6.302-2 Unusual and Compelling Urgency.

A one time purchase order was placed on 5 September in the amount of $14,000.00 to Chrisbarry Aircraft Corp. The requirement is for one Magnetic Contactor (P/N: WL-A10N) used to route Auxiliary Power Unit (APU) Generator power to provide aircraft power for ground operations to be delivered by 12 September. O&M funds were used to procure this item. The Magnetic Contactor is a proprietary component designed for integration with aircraft Auxiliary Power Unit systems.

Due to proprietary specifications and form/fit/function requirements, only this specific part can be purchased for use on the C-5. Substitution with non-OEM parts would risk aircraft system incompatibility, power failure, or mission degradation.
