The 502d Contracting Squadron intends to award a firm-fixed-priced purchase order on a sole-source basis to Charter Communications Holding LLC. for the service and installation of high-speed Commercial Internet Service in support of AFPC Campus functions where AFNet and/or cellular services are unable to provide service. The points of presence will be on JBSA Randolph (six buildings).

Mission needs require: Switch capable of providing no less than 500MD/S (referred to as “High Speed”) Wired LAN services capable of supporting no more than 5 wired connections Connections that use standard shielded CAT5/6 cables with RJ-45 connections Wireless Access Points supporting 75 users Wireless capability Points of presence, patch panels and wiring must meet or exceed current network infrastructure capabilities.

LAN cables must meet or exceed data requirements (i.e. Cat 6, UTP, CMP) for the services being provided, terminated with a standard RJ-45 connector for endpoint connections. Warranty shall cover all equipment and installation related to cabling and physical workmanship. Contractor shall provide total system support during normal business hours (Monday-Friday, 7:00 AM – 4:00 PM, CST). Total system support includes on-site service and phone support. Contractor shall provide phone support within 4 business hours.

Contractor shall provide on-site response time within 24 business hours for applicable maintenance issues. Corrective maintenance time may exceed 24 business hour response if it has been determined that the equipment needs to be returned to the factory for repair. Additionally, upon installation and configuration of all equipment and components for the high-speed Commercial Internet Service, the Internet Services will include up to four consecutive 12-month periods.

Period of Performance: 01 June 2024 through 31 May 2025 (plus 4 option years) The proposed action is for the required service which the Government intends to solicit from one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement NLT 4:00 PM Central, 15 May 2024. This notice of intent is neither a request for competitive quotes nor a solicitation for offers.

Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
