Air Force Installation Contracting Center (AFICC) 338 ESS, JBSA-Randolph, TX is conducting an acquisition for Survival, Evasion, Resistance, and Escape (SERE) Support Services re-competition.
This is a pre-solication notice to provide non-personal services for SERE at Fairchild AFB, WA and JBSA-Lackland AFB, TX.This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, issue a request for proposal, request for quote, or invitation for bid or award a contract. This synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement.
(Note: The description herein is a summary of the required services and is not intended to be all-inclusive). The 338th Enterprise Sourcing Squadron (338th ESS) is seeking sources to provide Survival, Evasion, Resistance, and Escape (SERE) training support services for the 336th Training Group (TRG). Training will be held at Fairchild Air Force Base (AFB), Washington and Joint Base San Antonio (JBSA) – Lackland, Texas.
Training to be provided includes, but is not limited to, Advanced SERE Skills Training Course (SV97A), Long-Term Survival and Evasion Course (SV98A), Emergency Parachute and Water Survival Training Course (SV85A), Arctic Survival Training (SV87A), Underwater Egress Training (SV84AF), SERE Specialist Training Orientation Course (SV70A), and Evasion and Conduct After Capture (ECAC, SV88AL).
Instructional support of all courses offered or managed by the United States Air Force (USAF) SERE School may be within the scope of this contract, regardless of location. Therefore, it is hereby determined to procure the requirement as a non-commercial, non-personal services acquisition utilizing the policies and procedures in FAR Part 15, Contracting by Negotiation. This will be an electronic solicitation release. No hard copies will be mailed.
Solicitation, amendments, and other miscellaneous documents will be posted to the System for Award Management (SAM) website at https://www.sam.gov. It is the responsibility of each Offeror to review the web page for notice of amendments, updates, or changes to current information.
This requirement will be conducted as a total Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside competitive acquisition and will be evaluated using the Performance Price Tradeoff (PPT) source selection process where Performance and Technical are considered significantly more important than price.
A source selection will be conducted at AFICC 338 ESS, JBSA-Randolph, TX in accordance with (IAW) Department of Air Force Federal Acquisition Regulation Supplement (DAFFARS) 5315, Contracting by Negotiation and DAFFARS Mandatory Procedures 5315.3, Source Selection. Contact with Government personnel other than the POCs listed below by a potential Offeror or their employees regarding the acquisition is strictly prohibited.
In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the SAM database is required. To register, go to https://www.sam.gov. The NAICS code for this solicitation is 6116519. The small business size standard is $21 million. There will be no public bid opening. Directions for proposal submission will be included in Section L, Proposal Preparation Instructions. Dates listed above are approximate and included reference only.
Actual dates will be specified in the solicitation. Any questions regarding this notice should be directed to a POC. Along with the Synopsis, a Draft Request for Proposal (RFP) is being provided for Offerors to review and provide any questions or comments.
