Notice of Intent to Sole Source – PTT Data & Network Architecture

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. The 338th Enterprise Sourcing Squadron, hereby announces its intent to award a sole source, firm fixed price (FFP), order off the GSA contract 47QSWA18D008F. The contract is expected to be awarded under FAR 8.4 procedures. A Limited Source Justification, in accordance with FAR 8.405-6(a)1()(i)(B), is being prepared.

The desired delivery period for this requirement is 31 March 2024 – 30 March 2025, for a one (1) year ordering period. This is a supply, not a service. The government requires various Google SKUs for continued operational activities of the Google Cloud Platform to support the Amplifier Platform for the PTT program. The PTT program utilizes a network and data solution to streamline pilot training.

This solution was developed, utilizing Google Cloud Technologies, to effectively facilitate student learning by creating a simulated training environment. Considering the developed solution was created using Google Cloud Technologies, only Google Cloud products can meet the governments requirements. As a result, Carahsoft is the only vendor capable of meeting the governments requirements, because they are the only public sector reseller of Google Cloud products.

No solicitation or RFQ will be forthcoming. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, no later than February 12, 2024, 12PM, Central Standard Time (CST), by email only with subject line stating - RESPONSE TO INTENT TO SOLE SOURCE FOR PTT DNA.

All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent, and all documents submitted will NOT be returned.
