316th Civilian Engineering Squadron (CES) utilizes Low Speed Vehicles (LSV) to conduct mission essential work throughout Joint Base Andrews, MD which includes recurring maintenance to the aircraft barrier systems, entomology mitigation and control efforts, base perimeter security fence assessments, and flight line fueling operations. Currently, CES has 8 LSVs to perform these mission critical duties. This acquisition is a 100% small business set-aside.

The Government intends to award a Blanket Purchase Agreements (BPA) resulting from this solicitation. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance, inspections, and repairs to allow for the continued operation of the LSVs as defined in this Performance Work Statement and per the manufacturer’s recommendation.

The contractor shall perform to the standards in this BPA. The contractor's maintenance and inspection program shall be based on original equipment manufacturers recommendations, contractor expertise, and industry standards. The contractor shall perform all work in accordance with federal, state, local statutes, and regulations. All LSVs that are to be maintained, inspected, and repaired, if needed, throughout the course of the BPA.

All work shall be performed in accordance with the BPA Performance Work Statement (PWS), attached to this Combo See the Combo Synopsis and Solicitation and follow the instructions to offerors to provide an offer. Email offers to primary and secondary points of contact by the response deadline.
