Compressed Gases

The Operational Contracting Division, Air Force Test Center, Eglin AFB, FL intends to solicit, negotiate, and competitively establish Blanket Purchase Agreement(s) [(BPA(s)] for Compressed Gases in accordance with (IAW) the Statement of Work dated 24 November 2024. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation and a price list is being requested.

This solicitation is issued as Request for Quotation (RFQ) FA2823-25-Q-0005 for pre-priced Blanket Purchase Agreement(s). A BPA is not a contract but is an agreement that establishes the Price and Terms & Conditions of future orders/calls. Please see attached “BPA Price List” for required items and “BPA Terms & Conditions" in Section B of the SF1449. Only Firm Fixed Price offers will be considered.

The Government reserves the right to establish one, none, or multiple BPAs with vendors of the most advantageous offers to the Government. Future orders/calls will be competed amongst those vendors whom the Government establishes BPA(s) with resulting from this solicitation. The North American Industry Classification System code (NAICS) is 325120 Industrial Gas Manufacturing, with a size standard of 1200 Employees. Please identify your business size in your response based upon this standard.

This procurement will be conducted as Full and Open Competition. The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER. There will be no advanced payments on future call orders. Please see FAR 52.212-1 in Section L of the SF1449 for instructions on submitting offers and FAR 52.212-2 in Section M of the SF1449 for evaluation criteria.

All offerors are required to complete the Representations and Certifications portion of the SF1449 (Section K) and return with their offer. All offers must list CAGE code, Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://sam.gov/content/home. Lack of registration in SAM database will make an offeror ineligible for award.
