316 IG Advanced Disaster Management System Expansion

Reason for modification/amendment: The purpose of Amendment 1 is to add "OPTIONAL" to CLINs 0001, 0003, and 0004.

This is a combined Synopsis/Solicitation and Sole Source Justification & Approval for a Sole Source Award to Environmental Tectonics Corporation for the 316th Inspector General Office's required expansion to the in-place Advanced Disaster Management System (ADMS). The ADMS is a virtual reality system delivering scenarios of emergency response to natural and manmade disasters across Joint Base Andrews, increasing incident command structure tactics and mitigation efficiency.

The required ADMS expansion will include simulations of gate runner & high-risk traffic stop scenarios, active shooter & sniper scenarios, drone scenarios, and a simulation of building #1500, the Jones Building, on Joint Base Andrews, and must be cohesive with the in-place ADMS.
